Delhi Petrol, Diesel Vehicle Ban Announced: App-based aggregators in Delhi providing goods and food delivery and travel services will be barred from adding petrol and diesel-powered vehicles to their fleet from this year. From January 1 this year, instructions have been issued not to include any conventional vehicle running solely on petrol or diesel in the existing fleet of two-wheelers and light goods vehicles operated by aggregators and delivery service providers.

Aggregators will be allowed to add BS-6 emission standard two-wheelers to their fleet till December 31, 2026, after which they will be required to replace their fleet with fully electric vehicles.

Order Will Apply To New Auto-Rickshaws

The policy also proposes incentives for passenger electric three-wheelers, including auto-rickshaws. It said financial assistance of Rs 50,000 will be provided in the first year, Rs 40,000 in the second year, and Rs 30,000 in the third year from the date of notification of the new policy to promote the adoption of electric vehicles. This incentive will be applicable for replacement of old CNG auto-rickshaws as well as for new auto-rickshaws registered in Delhi.

Incentive Amount To Be Given On Purchase Of Electric Vehicles

The proposed policy provides incentives for purchasing an electric vehicle for personal use within six months of receiving a scrap certificate from an authorised scrap facility.

These provisions focus on high-use vehicle categories, such as two-wheelers, three-wheelers, and freight vehicles, which contribute significantly to pollution due to their extensive daily operation.

The draft policy also clarifies that other provisions of the "Delhi Motor Vehicle Aggregator and Delivery Service Provider Scheme (2023)" will remain in effect. Focusing on aggregator fleets and auto-rickshaws, the policy aims to accelerate the adoption of electric vehicles among high-use vehicles and reduce pollution levels in the capital.
