A significant controversy has erupted following the 10th match of IPL 2026 between Rajasthan Royals (RR) and Royal Challengers Bengaluru (RCB). Rajasthan Royals' team manager, Romi Bhinder, was allegedly caught on camera using a mobile phone in the dugout, sparking concerns over potential anti-corruption rule violations.

The controversy surfaced during the 11th over of the RR vs RCB clash. Footage went viral showing Bhinder using a mobile device while seated among the players, specifically positioned next to young cricketer Vaibhav Suryavanshi. Under strict cricketing protocols, the use of communication devices in the dugout is strictly prohibited to maintain the integrity of the game.

Lalit Modi Questions Anti-Corruption Measures

Former IPL Commissioner Lalit Modi reacted sharply to the viral clip, taking to social media to express his shock and demand accountability from the Anti-Corruption Unit (ACU).

Modi termed the incident a "complete no-no" and questioned the whereabouts of the officials responsible for monitoring such breaches.

"Having a mobile phone in the dugout is a complete no-no. Did this really happen? I hope not. If it did, then the IPL governing council needs to take immediate action," he posted.

Understanding PMOA Protocols

The BCCI's Players and Match Officials Area (PMOA) protocols are designed to prevent any outside communication during a live match. Key rules include:

Restricted Access: While team managers are permitted to carry a phone for logistical reasons, they are strictly forbidden from using it in the dugout. Limited use is only allowed within the dressing room.

Mandatory Handover: According to the IPL 2026 PMOA document, all players and support staff must switch off their mobile phones and smartwatches upon arriving at the stadium. These devices must be handed over to the Security Liaison Officer (SLO) for safekeeping.

Dugout Ban: The regulations clearly state that no electronic communication devices are permitted for use in the dugout area near the field of play.

Potential Consequences

If the video evidence is validated, the matter will likely be escalated to the Match Referee and the Anti-Corruption Unit. While neither the Rajasthan Royals franchise nor the IPL governing body has issued an official statement yet, the incident has triggered a massive debate on social media. All eyes are now on the IPL Governing Council to see if disciplinary action will be initiated following an investigation.
